Public Hearing on Tentative Budget & Appropriation Ordinance for FY2006

 

Tuesday, August 16, 2005

 

 

 

The hearing was called to order by President Elsie Munson at 6:30 pm.  Trustees present:  Evelyn Brefeld, Mary Jo Farrell, Kathy Hughes, Kathy Kucik, Doug Liston, Elsie Munson, and Edna Robel.

 

There was no representation of the public.

 

A motion was made by Edna Robel and seconded by Kathy Kucik to adjourn the hearing.  Motion carried.  The hearing was adjourned at  6:59 pm.

Board Meeting Minutes---Tuesday, August 16, 2005

 

The meeting was called to order by President Elsie Munson at 7:00 p.m.  Trustees present: Evelyn Brefeld, Mary Jo Farrell, Kathy Hughes, Kathy Kucik, Doug Liston, Elsie Munson, Edna Robel ad Director Maria Zawacki.  Perfect attendance!

 

A motion was made by Kathy Kucik and seconded by Mary Jo Farrell to accept the minutes of the July 12, 2005, meeting.  Motion carried.

 

A motion was made by Evelyn Brefeld and seconded by Mary Jo Farrell to pay the bills in the amount of $47,956.48.  Motion carried.  Ayes: Evelyn Brefel,

Mary Jo Farrell, Kathy Hughes, Kathy Kucik, Doug Liston, Elsie Munson, Edna Robel.  Nayes: none.

 

Treasurer’s Report: we are only one month into the new fiscal year…to early to see any trends.

 

Correspondence:

  • Memo from lawyer regarding Open Meeting Act
  • Notification of Illinois Arts Council grant ($100)
  • Notification of FY06 e-rate approval ($2,691.22)
  • Letter from Johnsburg Village regarding impact fees…the village will provide quarterly disbursements of the fees collected on behalf of the library
  • Collection agency letter…a review of the past year, they processed 483 accounts for collection and of that number, 406 (84%) of the patrons responded by fully or partially settling their accounts
  • Notification of the McHenry County Libraries Trustees’ Dinner and meeting on Sept. 29th.  Mary Jo Farrell, Kathy Kucik, Edna Robel, and Evelyn Brefeld will attend

New Business:

  • Certify Annual Statements of Receipts & Disbursements for FY2005
  • Certify Secretary’s Audit of Minutes for FY2005 (thanks to Kathy Hughes and Edna Robel for reviewing the minutes)
  • Certify Annual Report for FY2005…Maria will present more actual figures at the next meeting
  • Set Truth in Taxation hearing date of Sept. 13, 2005 at 6:30 p.m.
  • Certify Estimate of Revenues by Source for FY2006
  • A motion was made by Kathy Kucik and seconded by Doug Liston to approve Ordinance No. 2005-8-1 (Combined Annual Budget & Appropriation Ordinance for FY2006).  Motion Carried.  Ayes: Evelyn Brefeld, Mary Jo Farrell, Kathy Hughes, Kathy Kucik, Doug Listion, Elsie Munson, Edna Robel.  Nayes: none.

 

Director’s Report: discussion about the plumbing problem and also looking into expert help with the carpet problem.
