Minutes of the Meeting of the Board of Trustees

 

Johnsburg Public Library

 

September 10, 2013

 

Call to Order

Meeting was called to order by President E. Munson at 7:00 P.M.  Trustees present:  M. Diedrich, M.J. Farrell, E. Munson, K. Hughes, K. Gustafson, J. Stockwell, and R. Barnes.  Director M. Zawacki was present.

 Approval of Minutes

 Motion was made by M.J. Farrell and seconded by J. Stockwell to approve the minutes as amended.  There were two minor typing errors.  Ayes:  M. Diedrich, M.J. Farrell, E. Munson, K. Hughes, J. Stockwell, K. Gustafson, and R. Barnes.  Motion passed.

 Approval of Bills

 Motion was made by M.J. Farrell and seconded by J. Stockwell to approve the payment of bills in the amount of $40,531.43.  Ayes: M. Diedrich, M.J. Farrell, E. Munson, K. Hughes, J. Stockwell, K. Gustafson, and R. Barnes.  Motion passed.

 Treasurer's Financial Report

 Trustees reviewed the financial report for fiscal year 2013-2014

 Committee Reports

 There were no committee reports.

 Correspondence

 Trustees reviewed the information regarding the concealed carry law.

Trustees noted the legal memo regarding the Public Construction Bond was changed to $50,000.

Trustees reviewed the tax projection for Fiscal Year 2015.

 Unfinished Business

Trustees approved the Information Technology Services Proposal.  Lee Jay Stewart will be serving us beginning October 1, 2013

 New Business

 Motion was made by E. Munson and seconded by M. Diedrich to approve the Fiscal Year 2014 Per Capita Grant application.  Ayes: M. Diedrich, M.J. Farrell, E. Munson, K. Hughes, K. Gustafson, J. Stockwell, and R. Barnes.  Motion passed.

 Motion was made by M.J. Farrell and seconded by J. Stockwell to approve the Ordiance No. 2013-9-1 (Ordinance levying taxes for library purposes for the fiscal year 2014-2015). Ayes: M. Diedrich, M.J. Farrell, E. Munson,  K. Hughes, K. Gustafson, J. Stockwell, and R. Barnes.  Motion passed.

 Cerfificate of Compliance (inapplicability) with Truth in Taxation Law was signed.

 Motion was made by K. Hughes and seconded by J. Stockwell to approve the Ordinace No. 2013-9-2 (Ordinance amending purposes of accumulations in the special reserve fund).  Ayes:  M. Diedrich, M.J. Farrell, E. Munson, K. Hughes, K. Gustafson, J. Stockwell, and R. Barnes.  Motion passed.

 Motion was made by J. Stockwell and seconded by K. Hughes to approve a grant proposal for gardening from employee Melanie Ullrich after the grant was reviewed.  Ayes:  M. Diedrich, M.J. Farrell, E. Munson, K. Hughes, K. Gustafson, J. Stockwell, and R. Barnes.  Motion passed.

 Director's Report

 Several staff changes were noted.

 The statistics for the summer reading program were reviewed.

 Several employees have been attending staff workshops.  One dealt with the signing up for ObamaCare called "The Affordable Care Act:  What Libraries Need to Know".  The other workshop was titled "Showcase of Performers" designed to get programming ideas.

  1. Staff changes

Karen Miller has been hired as a new shelver.  Karen is a library patron who has been busy raising 5 boys, including two sets of twins.  Welcome to Karen!

 

  1. Summer Reading Program stats:

There were 179 children who completed the summer reading program requirements, with 433 completed reading log entries turned in.  There were 129 completed Adult/Young Adult reading log entries turned in.  That means there was a total of 562 spins of the prize wheel this summer!

 

  1. Staff Workshop Attendance:

Judy and I attended a workshop at the Rockford RAILS location on “The Affordable Care Act: What Libraries Need to Know”.  This is in regards to the ObamaCare October 1 sign up start date and the recent PR stating that people should use library computers to sign up.  As we get closer to that date, I’ll post info for the staff regarding website, links to more info, contact info, etc.  But the most important info from that workshop is that, just like tax forms, we do NOT help people choose their insurance or fill out the forms for them.  (Paper sing-up forms are available for people who are computer illiterate.) 

 

Heather and Paulette attended an all-day “Showcase of Performers” to get programming ideas.  And the annual Illinois Library Association conference is at Navy Pier in mid-October and Heather, Melanie, and I will be attending that.
