Johnsburg Public Library

 

September 22, 2015

 

                            

Call to Order

Meeting was called to order by President M.J. Farrell at 7:07 P.M. Trustees present:  M.J. Farrell, K. Gustafson, B. Harmel, and J. Stockwell.  Trustees absent: M. Diedrich, R. Barnes and K. Hughes.  Director M. Zawacki was present.

 

Approval of Minutes

Motion was made by J. Stockwell and seconded by B. Harmel to approve the minutes of the Public Hearing on Tentative Budget & Appropriation Ordinance August 25, 2015 meeting.  Ayes:  M.J. Farrell, K. Gustafson, B. Harmel, and J. Stockwell.  Motion passed.

 

Motion was made by J. Stockwell and seconded by B. Harmel to approve the minutes of the August 25, 2015 regular board meeting. Ayes:  M.J. Farrell, K. Gustafson, B. Harmel and J. Stockwell. Motion passed.

 

Approval of Bills

Motion was made by J. Stockwell and seconded by B. Harmel to approve the payment of bills in the amount of $48,381.76. Ayes:  M.J. Farrell, K. Gustafson, B. Harmel, and J. Stockwell. Motion passed.

 

Treasurer’s Financial Report

Trustees reviewed the FY Year 2015-2016 August 31, 2015 financial reports.

 

Committee Reports

None

 

Correspondence

Trustees reviewed the June through August 2015 summer online book sales report.

Trustees reviewed the favorable Facebook patron comments. 

Trustees reviewed the Email from LIMRICC-PHIP (the library employee’s health insurance carrier). In the 2016 plan year-- In order to offer HMO options for employees the library has to adopt the Affordable Care Act’s Large Employer Rules. The ACA contains many other detailed and complicated provisions regarding the above and other requirements. There are two mandatory attendance meetings in spring and fall.   

Trustees reviewed the August 2015 IT Monthly Report.

 

Unfinished Business

EDGE Assessment (Per Capita requirement) was concluded this month.

 

New Business

Motion was made by J. Stockwell and seconded by K. Gustafson to approve Ordinance Tax Levy Ordinance-2015-9-1- Ordinance of Johnsburg Public Library District, McHenry County, Illinois, Levying Taxes For the Fiscal Year Beginning July 1, 2015 and Ending June 30, 2016.  (Ordinance Levying Taxes for Library Purposes for the Fiscal Year 2016-2017). Ayes:  M.J. Farrell, K, Gustafson, B. Harmel and J. Stockwell. Motion passed.

 

Trustees reviewed the Certificate of Compliance with Truth in Taxation Law (Certificate of Inapplicability).

 

Director’s Report

190 children participated and finished the Summer Reading Program. 12 young adults and 24 adults also completed their Summer Reading Program requirements. The library is once again being paid for paper recycling by Midwest Paper Retriever. From June, July and August the library was paid $33.70.

DIRECTOR’S REPORT

September 2015

 

  1. Summer Reading Program Statistics:

There were 190 children who participated and finished the program.  There were 587 completed reading logs submitted. (Each completed log earned a spin on the prize wheel and an entry for the grand prizes.)  There were 12 young adults who completed their separate reading program, with 23 completed entries submitted.  There were 24 adults who completed the program, with 65 completed reading logs submitted.

 

  1. Newspaper Recycling:

We are once again getting paid for our paper recycling.  The company is now called Midwest Paper Retriever.  We were paid $33.70 for 6.75 tons picked up in June, July, and August.  We have not received any payment since February 2014 due to the record-low commodity pricing for recycled paper (at least that’s what the correspondence at the time said).
